17 लाख अभ्यर्थियों की जांच परीक्षा से 5 दिन पहले चहेती फर्म को सौंपी
राजस्थान कर्मचारी चयन बोर्ड की पटवार भर्ती परीक्षा-2021 में डमी कैंडीडेट बैठने का मामला सामने आने के बाद सेंटरों पर एंट्री सिस्टम सवालों के घेरे में है। एसओजी अब तक ऐसे 10 अभ्यर्थियों को पकड़ चुकी है।
The entry system at the Rajasthan Staff Selection Board’s Patwari Recruitment Examination 2021 has come under scrutiny after the emergence of dummy candidates appearing for the exam. The Special Operations Group (SOG) has so far apprehended 10 such candidates.
बोर्ड ने सेंटर पर एंट्री से पहले 17 लाख अभ्यर्थियों की जांच का काम नई दिल्ली की कम अनुभवी ‘इनोवेटिव्यू कंपनी’ को दे दिया। कंपनी को काम देने के लिए टेंडर की शर्तों में बदलाव तक किया गया। 32 लाख के टेंडर में 5 करोड़ रुपए टर्नओवर की शर्त लगा दी गई। नतीजा, दर्जनों डमी कैंडीडेट परीक्षा में शामिल हो गए और पूरी परीक्षा सवालों के घेरे में आ गई।
The board assigned the task of screening 1.7 million candidates before they entered the exam center to the less experienced “InnovativeView Company” in New Delhi. The tender conditions were even altered to give the company the job. A ₹5 crore turnover requirement was imposed on a ₹3.2 million tender. As a result, dozens of dummy candidates appeared for the exam, bringing the entire exam into question.
फ्रिस्किंग यानी परीक्षा केंद्रों पर अभ्यर्थियों की जांच का ठेका लेने वाली फर्म को एडमिट कार्ड चेकिंग, मेटल डिटेक्टर और सुरक्षा से जुड़ा काम करना था। कृषि पर्यवेक्षक और पटवार भर्ती परीक्षा के अलग-अलग टेंडर में दिल्ली की इनोवेटिव्यू, एवीए सिस्टम्स और रोमन नेटवर्क्स प्रालि. शामिल हुईं।
The firm contracted to frisking candidates at examination centers was responsible for admit card checking, metal detectors, and security. Delhi-based InnovativeView, AVA Systems, and Roman Networks Pvt. Ltd. participated in separate tenders for the Agriculture Supervisor and Patwari recruitment exams.
इनोवेटिव्यू इंडिया प्रालि. में अंकित अग्रवाल और विशाल मित्तल डायरेक्टर थे। इसके बावजूद विशाल मित्तल ने दूसरी कंपनी का प्रोपराइटर बनकर इसी टेंडर में हिस्सा लिया। कंपनियों ने एक ही समय में एक ही बैंक से डीडी बनवाया। चयन बोर्ड ने कंपनियों के इस पूल सिस्टम को जानबूझकर अनदेखा किया।
Ankit Agarwal and Vishal Mittal were directors of Innovative India Pvt. Ltd. Despite this, Vishal Mittal participated in the same tender as the proprietor of another company. The companies simultaneously issued DDs from the same bank. The selection board deliberately ignored this pooling system of companies.
पटवार भर्ती की अधिसूचना जनवरी 2020 में, परीक्षा से 20 माह पहले जारी हो चुकी थी। इसके बावजूद बोर्ड ने परीक्षा से महज 15 दिन पहले 8 अक्टूबर 2021 को फ्रिस्किंग का टेंडर जारी किया। दोनों बार यह काम परीक्षा से सिर्फ 5 दिन पहले इनोवेटिव्यू कंपनी को मिला। इसके बदले कंपनी को 5.98 करोड़ रुपए का भुगतान किया गया।
The Patwari recruitment notification was issued in January 2020, 20 months before the exam. Despite this, the board issued a tender for frisking on October 8, 2021, just 15 days before the exam. Both times, the job was awarded to InnovativeView, a company just five days before the exam. In return, the company was paid ₹5.98 crore.
अब डमी कैंडीडेट पकड़े जाने के बाद केंद्रों की जांच व्यवस्था एसओजी के रडार पर है। सीएजी की ऑडिट रिपोर्ट में इस टेंडर में मिलीभगत मानी गई। बोर्ड ने भी स्वीकार किया कि समय कम होने से फर्म के दस्तावेजों की ठीक से जांच नहीं हो सकी।
Now, after the dummy candidates were caught, the SOG is now monitoring the center’s inspection system. The CAG audit report found collusion in this tender. The board also admitted that due to time constraints, the firm’s documents could not be properly examined.
ऐसे सामने आया कंपनियों का पूल सिस्टम
अंकित अग्रवाल और विशाल मित्तल इनोवेटिव्यू इंडिया प्रालि. के निदेशक थे। अग्रवाल ने इनोवेटिव्यू और मित्तल ने एवीए सिस्टम्स का प्रोपराइटर बनकर टेंडर लगाया।
Ankit Agarwal and Vishal Mittal were directors of InnovativeView India Pvt Ltd. Agarwal submitted the tender as the proprietor of InnovativeView and Mittal as the proprietor of AVA Systems.
इनोवेटिव्यू और एवीए सिस्टम्स ने एक ही आईपी एड्रेस 14.99.59.158 से निविदा प्रस्तुत की, जबकि दोनों कंपनियों के ऑफिस नई दिल्ली में अलग-अलग पते पर थे।
दोनों टेंडर में समान तीन कंपनियों ने हिस्सा लिया। कंपनी प्रोपराइटर संपर्क में रहे, जिससे टेंडर की पारदर्शिता खत्म हो गई।
InnovativeView and AVA Systems submitted tenders from the same IP address, 14.99.59.158, despite having offices at different addresses in New Delhi. The same three companies participated in both tenders. The company proprietors remained in contact, which compromised the transparency of the tender.
इनोवेटिव्यू और रोमन नेटवर्क्स प्रालि. के ऑफिस दिल्ली में हैं। दोनों में 20 किमी की दूरी के बावजूद टेंडर का डीडी एक ही बैंक शाखा से एक ही समय बना।
बोर्ड ने कंपनी को यूं पहुंचाया फायदा
Both InnovativeView and Roman Networks Pvt. Ltd. have offices in Delhi. Despite being separated by 20 km, the tender DDs were issued simultaneously from the same bank branch. This is how the board benefited the company.
कृषि पर्यवेक्षक परीक्षा के टेंडर की अनुमानित लागत 32 लाख रुपए थी, लेकिन बोर्ड ने 5 करोड़ रुपए टर्नओवर की शर्त लगा दी। नतीजा, अन्य कंपनियां हिस्सा नहीं ले पाईं।
टेंडर में हिस्सा लेने के लिए फर्म के पास 10 हजार अभ्यर्थियों की फ्रिस्किंग का अनुभव जरूरी था। शर्त पूरी नहीं करने के बावजूद इनोवेटिव्यू को काम दे दिया गया।
The estimated cost of the tender for the Agriculture Supervisor exam was ₹3.2 million, but the board imposed a turnover requirement of ₹5 crore. Consequently, other companies were unable to participate. To participate in the tender, a firm must have experience frisking 10,000 candidates. Despite failing to meet the requirement, InnovativeView was awarded the job.
कृषि पर्यवेक्षक भर्ती परीक्षा 18 सितंबर 2021 को तय थी, लेकिन फ्रिस्किंग व्यवस्था का टेंडर महज 20 दिन पहले 27 अगस्त 2021 को जारी किया गया।
The Agriculture Supervisor Recruitment Examination was scheduled for September 18, 2021, but the tender for the frisking arrangement was issued just 20 days ago on August 27, 2021.
पटवार भर्ती परीक्षा 23 और 24 अक्टूबर 2021 को तय थी। फ्रिस्किंग व्यवस्था का टेंडर 15 दिन पहले 8 अक्टूबर 2021 को जारी किया गया।
20 दिन में टेंडर प्रक्रिया पूरी कर परीक्षा से 5 दिन पहले कंपनी को वर्क ऑर्डर दिया गया, जबकि भर्ती अधिसूचना 20 माह पहले जारी हो चुकी थी।
The Patwari recruitment exam was scheduled for October 23 and 24, 2021. The tender for the frisking system was issued 15 days earlier, on October 8, 2021. The tender process was completed in 20 days and the work order was awarded to the company five days before the exam, even though the recruitment notification had been issued 20 months earlier.
नोट – इस प्रकरण में इनोवेटिव्यू कंपनी का पक्ष जानने के लिए ईमेल किया गया, लेकिन कंपनी का कोई जवाब नहीं मिला।
एक्सप्लेनर- परीक्षा से 5 दिन पहले फर्म के हवाले 5162 केंद्रों की जांच
कृषि पर्यवेक्षक और पटवार भर्ती 21 में 5162 केंद्रों पर 17.30 लाख अभ्यर्थियों की जांच का जिम्मा परीक्षा से पांच दिन पहले कंपनी को मिला। इसका फायदा उठाकर गिरोह ने पटवार भर्ती में डमी कैंडीडेट बैठा दिए। हाल ही में एसओजी ने पटवार भर्ती परीक्षा के एक मूल अभ्यर्थी गीतेश व उसकी जगह एग्जाम देने वाले डमी कैंडीडेट नीरज कुमार को गिरफ्तार किया। गीतेश ने पटवारी पद पर नौकरी भी हासिल कर ली। पकड़े जाने पर उसे निलंबित किया गया है। गिरोह तक पहुंचने के लिए एसओजी गीतेश से पूछताछ कर रही है।
ठेका लेने वाली कंपनी की 3 लापरवाही
परीक्षा से 5 दिन पहले 5162 केंद्रों पर जांच के लिए अनुभवी स्टाफ की व्यवस्था नहीं कर पाई।
सेंटर पर सही तरह से काम करने वाले मेटल डिटेक्टर की व्यवस्था भी सवालों के घेरे में है।
कंपनी के पास ऐसा कोई सिस्टम नहीं था जिससे एडिट प्रवेश पत्र को पकड़ा जा सके।

ऐसे मामलों में वार्षिक टेंडर प्रक्रिया हो, ताकि खामियों से बचा जा सके
“संभवतया कमजोर जांच व्यवस्था के कारण डमी कैंडीडेट्स को एंट्री मिली। फिलहाल हम अपराध से जुड़े मामले को इन्वेस्टिगेट कर रहे हैं। अभ्यर्थियों की फ्रिस्किंग में गड़बड़ी का इनपुट मिलता है, तो जांच का दायरा बढ़ाएंगे।”

“ये भर्ती मेरे जॉइन करने से पहले हुई है, इसलिए इस पर कुछ नहीं कहा जा सकता। मेरे जॉइन करने के बाद केंद्रों पर फ्रिस्किंग को काफी सख्त किया है। फेस रीडिंग, लाइव ओटीआर जैसी चीजें जोड़ी हैं।”

“हमने पूरी पारदर्शिता से टेंडर किए। सरकार से बजट देरी से मिलने के कारण एनवक्त पर टेंडर हुए। फ्रिस्किंग का काम करने वाली कंपनियों की संख्या बेहद कम है। ऐसे उपलब्ध संसाधनों से बेहतर काम करवाना होता है।”
